Committee moved to table action on the proposed building demolitions and design of the new facility. It did so w/the understanding that the project sponsors re-study the following elements of the original proposed design so as to reduce the number of variances from the requirements of the Pedestrian Retail Overlay (PRO) District zoning: (1) alternatives for the building's northeast main entrance, to include better integration of the 8'-wide brick column w/the building's facade and re-orientation of the main entrance door to better address W. 25th Street pedestrian traffic; (2) the addition of more vertical elements along the building's W. 25th Street elevation so as to subdivide the building's 131'-long facade into several discrete, smaller "storefront" pieces; (3) minimize the impact of the service drive so as not to unduly disrupt the pedestrian experience along W. 25th Street; (4) limit the visual impact of locating some parking spaces within the PRO's prohibited 40'-wide distance inboard from the public sidewalk through the addition of landscape materials and/or fencing. The motion also asked that the project sponsors, as an alternative to the present site plan explore an option that re-orients the building footprint 45 degrees so that the narrow end fronts on the W. 25th Street frontage. This option should be fully studied to determine the degree to which such alternate layout can achieve both the goals of the project sponsors and the PRO. |

Committee moved to approve the demolition of the two existing onsite buildings along w/revisions to the project design as presented w/the recommendation that the sponsors examine shifting the location of the service drive security gate to the rear of the PRO's 40' deep mapped setback line which would place it behind the building facade. They also asked that the materials for the service drive be re-studied in an effort to make it more resemble an outdoor plaza rather than a driveway. This could be accomplished through the use of decorative concrete pavers & rolled curb elements. |
